No. No it wouldn't. The reason alcohol gives you a hangover is that despite the fact that it's a liquid, alcohol dehydrates you. The hangover is the result of dehydration. This is why if you wish to avoid hangovers, the best thing you can do is to drink lots of water before and after drinking alcohol, and don't drink on an empty stomach.
Salt also dehydrates you. While I'm sure the level of dehydration wouldn't be exactly the same between the bottle of alcohol and the tablespoon of salt, in the end both of them would have dehydrated him so neither was really a better choice.
