While he's not a human character, I have to nominate Mr. Cat (or Neko-sama) from Princess Tutu. Watch an episode or two and you'll see why .

Haruhi's father from OSHC. Um...Yeah...
Also Nekozawa from OSHC. Wears a wig, afraid of light, worships cat deities.

I'm going to mention Ivankov from One Piece... just... just look at him...
I mean there are many strange characters in One Piece (Jango for instance) but Ivankov, just takes the cake, I mean even Mr. 2 was speechless when he saw him, and Mr. 2 was formerly the craziest character in One Piece!

You know, he actually reminds me of D. Frank N Furter from Rocky Horror Picture Show. And since I like that movie....

I was coming into this thread with a few great characters in mind, and then I saw... and yeah, and then I saw that thing. I refuse to call it anything but an it >_> *staring at One Piece monster * That scares me, more than you can know XD
I guess one character that comes to mind is Dist (Tales of the Abyss), though he's not really all that much weirder than all the other weird characters, in the scheme of things XD But he's still weird ^_^
