Does it feel odd when you unexpectedly meet a person who you know you've seen before, but hardly interacted with? Like a person that you sort of remembered at school, and that you know the person has seen you before, but you're not sure if it's a good idea to strike up a little "reunion" with them?
I go to a college where there are a lot of people that have been to middle and high school with me - people I've haven't seen for a very long time. Though it feels strange to stop them and say that you knew them before. It's like, should I say hi and mention that we went to the same school, or look weird doing it if they forgot who I was?
Another case would be meeting somebody that you 'kind of' knew in unexpected places (like in a grocery store). For some reason, I usually pretend I don't know them unless they somehow recognized me and mentioned it.
Now if it was a close friend I knew, it is definately easier to reunite with them. But other than that, it just feels awkward to voluntarily re-meet someone who may or may not have any recollection of you.
