Alright I will give a little bit of what I have gotten done so far on the cosplay. First I have the wig , contacts are going to be ordered today and sent on 1 day or something. And I have almost finished my pattern for the shoulderpads (once that is finished all I have to do is buy the metal and the shaping should not take to long since I have a pattern).

To the question, I am somewhat stuck on his tunic. Well I should say I cant find a non small, non black and white picture of him without his cape/shoulder armor on. If someone could get me this it would allow me to get this cosplay done in the next week and a half. (just so you know i have googled yahood and checked about every site I can think of...)

It's been a while since I've seen Excel Saga, but I can't honestly remember him being without the cape and armor in the anime, which would be your best source of color reference. I did some Googling myself, and here's my suggestion:

Take a moving shot of Ilpalazzo that reveals at least a section of his uniform:


Pair it with a manga shot (small and black and white, but fairly clear):


And use a ridiculously small Google thumbnail from what appears to be an artbook image that is no longer online for the color base:


I think your biggest worry is going to be the front of the uniform and if you decide to do the scrollwork on it. The moving anime shot suggests that the animators removed the scrollwork - that is fairly common in a transition from manga to anime.

I have to go out for a while, but when I get back I can try to blow up and clarify the smaller images if you're interested. I can't guarantee that it'd be easier to see, but sometimes it is.

That would help and that bottom pic is what I was wanting to see big. I am planning on maybe just putting the red with yellow around it on the shirt (well with the cuffs and the yellow on the neck. But I wanted to get a good view of it so I could have a good idea for what to focus on.
