I have pretty much decided to cosplay him. The good people at cosplay.com have filled in the gaps of knowledge that I need, and if the wig is at the local shop I shall definetly start on it.

Onto a few misscelanious stuff...

or a Japanese school uniform to look like this pic they posted from the manga

The shoulder armor im thinking of making out of metal and pop riveting.
The crown like thing I plan on using the old foam and plastic combo, but who knows i may make it out of something different.
and the cape is easy...

One question I still have is whats a good set up to keep the shoulders on?

Well originally it had meanings for me annoucing my current cosplay project and a question about shoulder harnessing but it kinda got derailed...

Back to the subject today I picked up the wig. I need to find some way of getting it the light blue of his hair but Im getting on cosplay.com now to see if I can find out (could use suggestions though).
Sometime early december im ordering the cat eye contacts and sometime around that time im starting on the suit and the shoulders.
