In MS paint (almost everyone has that):
go to Image, attributes and type in pixel values for length and width.
If you want to keep it proportional, goto image, strech/skew and type in the same percentage into both the strech width and height.
in photoshop: go to image, photo size. type pixe values or percentages or any other kind ofunits you want, and check the box "constrain proportions" to keep it proportional.
in other applications: it's usually under an image or edit menu, and called resize or size or attributes or transform or somthing simmilar. just look around.
