Serious? I'm not sure that's the best word, but it is growing as a recognised day of fun!
It is international too. There's even a national news/talk radio host who makes all of his callers talk like pirates, no matter what they're calling about.

my marching band/music department is very into talk like a pirate day, people even dress up like pirates for the ocassion, i wear a pirate shirt i have. we had a pirate on campus last year, who dressed up every day, not just sept 19th.
there is an official website out there that can be found very easily by googling it... due to some inappropriate material (however slight, better safe than sorry) i won't link directly.
