The main thing about the 13 year old policy is, I'm sad to say it....Online Preditors, and seeing are your sister is under 13, and may not have the best judgement about things, they are prime targets. my suggestions aside from letting her use your account, would be to PM ashley and get advise from a Texan.

Ah yes, COPPA. Basically, because we are a registered forum we have to obey COPPA laws--COPPA means that you can't be online without your parent's permission if you are under 13. All she needs to do is ask your Mom if it's ok if she browses here, and when she registers hit "under 13" and put in your mother or father's email account. Like it or not, we have to obey the rules and that's why there is an age minimum. People can tweak it after they are in, but *shrug* It's there for legal reasons.
However, fear not. PM me (I think you already have, I haven't checked my box yet) and we will figure something out.
