According to Hebrew tradition, a child doesnt become responsible of his own faith until around the age of 13 or so. Any time before that, they are considered to not have the understanding required to comprehend God's Law and such.
It's my belief that if a child dies before this time (not necessarily 13 yrs, I was only using an example), God will take them to Heaven. After all, if God did send babies to Hell, it wouldn't be very just or merciful, since they, for the most part, are unawares of anything religious.
