Even if it is not available here, it's *still* illegal to distribute a copyrighted work. I believe the relevant treaty is the Berne Convention

P2P can be legitimately used to share material you created or is public domain, but once you start sharing somebody else's work (music, show, etc) without their permisison, you break the law.
About the only exception I can see is if you own the original work. If you have the Japanese anime DVD, then you haven't deprived anyone of their royalties (you paid for it and are just getting a translation). This is what I do with scanlations-- get the original Japanese if I plan to go past a few pages.

Unfortunately, the drunks seem to be running wild at the stadium. To continue the metaphor, you don't have to cancel the entire sport just because of some drunks, but you would have to take some precautions to make sure they don't dominate and everything is done in a legal manner. If the stadium owner refuses, then the law has a duty to step in to enforce the law.
