EDIT: Do not follow that link, by the way... Besides being a spoof site to gather info, it may have something less dangerous but still worth avoiding, such as a virus... Sorry for not clarifying that...
These sorts of sites are VERY convincing. They are made to appear like eBay so people will think that's where they are.
Notice that the actual site is mail.sehwa.biz and not an actual ebay domain. This is one of HUNDREDS of spoof sites set up to gather credit card numbers and ebay passwords and paypal accounts... This is a major problem. If you get an email saying your account is going to be cancelled, don't listen to it and don't follow the links. Instead, go to the site itself by entering the URL in the URL bar. http://www.ebay.com for ebay, http://www.paypal.com for paypal. Don't fall for these traps.
