Although Shishio tops my list since he is the epitome of everything Kenshin isn't, I must give an honorable mention to Okita Soushi. Though he isn't "evil" to the extent of Shishio or even Saitou and Aoshi, he nevertheless was Kenshin's enemy, and Kenshin is the "good" guy so that would make him a bad guy. I know you may not know who Okita is. He is in the Samurai X OAV'S (not those God-awful Seisshouhen ones) and is shown briefly in the TV/Manga. He is the captain of first squad of the Shinsensgumi, and was one of the three Shinsengumi whom Kenshin couldn't defeat (the other being Saitou, of course). What makes him stand out to me more is that he suffers from Tuberculosis. Now, at that time, TB was an incurable disease, and some describe TB as "trying to breathe with an elephant standing on your chest." Apparently, Okita had TB before he became a Shinsengumi, but nevertheless managed to hide it and skewer some Ishin Shishi all the while. So, here we have a guy who feels like an elephant standing on his chest and with a bleeding cough who nevertheless was able not only to stand his ground against the Ishin Shishi's greatest assassin, but also give him a hard time. I'm sure if Okita didn't have TB he could best anyone in Rurouni Kenshin except possibly Hiko Seijurou.
