Do VCR's have any region lockout of any sort when playing import tapes? Or is that DVD exclusive?

The only thing you might have to worry about is whether or not the tape is NTSC or PAL. If you're getting tapes from Japan, it's NTSC, I think, which is what's used here.

Anyone know anything else about that?

Yes, Japan is NTSC, so Japanese tapes should play fine.
