He obeys and is subject to the laws he defends and upholds, which he holds as universal; in the beginning, Kira only strikes down the filthiest of criminals. Plenty of people would write this off as good riddance to bad garbage. Soichiro recognizes evil for evil, even when committed against the refuse and darkness of humanity. Kira is not a vigilante, he is a murderer, and his growing influence over humanity will not change the character of his crimes.
