I can't see this happening, as interest in the Sailor Moon franchise has waned significantly, and the sales of the S and SuperS DVDs were really poor, even by anime DVD standards. Simply put any company who wanted to relicense Sailor Moon would be taking an enormous risk, and really, companies don't like to take risks, especially unprofitable ones.
AnimeonDVD reported from Anime Central 2007 that "Toei currently has a lockdown on all Sailor Moon licenses, but Geneon may be interested if the situation changes.
Manga Entertainment,Viz,Pioneer,and Funimation have all expressed a bit of intrest. Geneon,however,seems to be the most interested

That is another point to make. This is why ADV let the rights go a few years ago. They were not selling well and they just give up.
Also, this was reported on AoD on May 5th of this year at Anime Central 2007.
