I'm having a hard time putting movies and series into one top 10 list, so I'll do two.

Haruhi for being exceptional, TTGL for being awesome and epic, Ouran for being funny and introducing me to shoujo, Higurashi for some of the best storytelling and creepiness, ef for being a really good drama with style, CLANNAD for being another good drama and opening me up to visual novel adaptations, Nodame for being a unique and funny romance, and Azumanga, Hidamari, and Lucky Star for being excellent slice-of-life.

I'm kinda modifying my list a bit, cause after watching more of Simoun I started hating it. Now here's the modded list:

10. Spirited Away
9. Negima?!
8. Goodbye Zetsubou Sensei
7. Nerima Daikon Brothers
6. Black Lagoon (and The Second Barrage)
5. Welcome to the NHK
4. Lucky*Star
3. Excel Saga
2. Tenga Toppa Gurren-Lagann
1. Pani Poni Dash

Here's why: 10 is the best film I've ever seen, 9, 8, and 7 are excellent satire, 6 is like an anime Hard Boiled (with Rambo and Battle Royale thrown in for good measure), 5 is both dramatic and funny, 4 is great slice of life, 3 is frickin' funny, 2 is a great homage to old mecha shows of yore and 1 is just plain funny (and a great and [mostly] clean series).

There are a number of "filler" episodes in Nadia's second half in an unnecessary effort to extend the show. I don't despise them particularly but they do have a noticeable drop in quality from other episodes. I won't speak for Warrior 4 Jesus, but I'm assuming that's his reason.

Yes, that's the very reason I was so specific. The filler episodes are badly animated, badly drawn, the characters act out of character for no reason and become idiots and the story is inane 'filler'.
NGE on the other-hand I thought was the quintessential crappy, clichéd anime from episodes 2-15. From thereon it improved tremendously.
