Need help identifying made-for-tv movie

I’m trying to remember the name of a made for TV movie I saw maybe eight years ago. It’s probably a long shot that anybody here will recognize it, but not knowing is driving me nuts, so I may as well ask.

Here’s what I remember. It was a supernatural crime thriller/drama. The protagonist was a police detective of some sort working on a recent (kidnapping?) case. A suspicious old woman shows up wanting to get involved with the investigation. She claims there’s a serial killer on the loose targeting young children and this new kidnapping is his latest work. The protagonist brushes her off as crazy or something, but then the old woman is gravely injured (hit by a car maybe?) and dies in the hospital.

Then the protagonist starts seeing weird things--phantom children watching him. Following him around. The old woman’s ghost appears to him (still in her hospital robe) and explains that the ghosts of the children murdered by this serial killer had been haunting her--wanting her help to stop the killer, but now that she’s dead, the task has fallen to him.

With the help of clues from the ghosts, the protagonist manages to find the killer’s hideout in a large underground area with brick walls. The killer shows up and there’s a struggle. The killer pins the protagonist down, and jeers at his stupidity for coming alone. The protagonist answers that he didn’t come alone, and the ghosts of the murdered children appear to the killer, who freaks out, enabling the protagonist to win.

Does this sound familiar to anyone? For a made for TV movie, I remember it being unusually entertaining and perhaps based on a book.
