Interestingly, the Ottoman Turks cracked down on coffee houses a few centuries ago, while simultaneously offering a certain tacit acceptance of wine-bars. Their theory was that many of the fairly alert people in the coffee-houses would talk about politics, whilst the patrons of the wine-bars were more languid and apt to pursue less political pleasures.
