To answer your question directly: no, watching PG-13 movies is not a sin. It is a neutral event, it could be beneficial or sinful. If you disobey your parents to see the movie, it is a sin. Many things within movies could also cause you to sin in a variety of ways. The movie itself is not sin.

Anyways, I agree with UC. If watching PG-13 movies may lead you astray, then by all means stay away from them, but if you feel that they have no negative impact on you, then there's nothing wrong with watching them. ^^
