Well.. You're going to need to draw and ink well in the first place (That comes with practice.. really). And it depends from there. I use photoshop for tones, cleaning up my work, and other whatnot . There are manga programs out there, with tones built into them, they would probably end up being cheaper than photoshop, as well.

I use
CG Illust myself. It's very easy to use, and it's relatively inexpensive. Also a Wacom Tablet.

I use Photoshop 5.5. It's outdated and poop, but it's what I have. I also had a tablet, which is a pad with an electronic pen to draw instead of a mouse and extremely useful, but that died.
If you dont' feel like spending money, I suggest finding an oekaki board and use those programs to draw. People can do amazing things on them.

Well, if you're looking for free, there's always GIMP. It's not as user friendly as the Adobe products it seeks to imitate but most if not all of the same functionality is present if you're willing to look hard enough for it. The latest release has tablet support so I've been using it for just about everything.

I use Photoshop, Illustrator, Painter and Pixen for various projects. I also just use hand drawing and I know some people use prismacolor or copic markers to color in a cel-like manner. Illustrator and PS have Demo's on Adobe's website, Pixen is free ware, but it might be macs only. Illustrator, photoshop and I'd assume gimp allow for the best cel shading. After that its just technique and practice.

I use photoshop ellements and Paint Shop Pro 7 Anniversary Edition, I would Reccoment Pain Shop Pro X though, Corel took the company over on that edition and I heard that it is actually less powerful than the former ones... but thats just what I heard. GIMP is great too because its free, and yeah... there's bakaneko.com... not really a program... but she has spectacular manga tutorials in my opinion for computer coloring... But it isn't the program that makes the artist it is the style, the tutorials they know (or they use), the skill and most of all... the patience... art is a good way to build up patience but its still fun at the same time.

I'm stuck w/ Opencanvas 1.1 It's a small (but incredibly free) program if you're willing to look for it. It's useful, not great or fantastic, but it gets the job done. If you want OpenCanvas, I can provide you with a site to find it at.

I use Photoshop 7 on my PC, Photoshop CS on my Mac, and a cheap mouse for both. ^^ PS tends to be on the expensive side, however...

I use a crappy photoshop knockoff that came free with a scanner a few years ago, called iPhoto express.
I don't think it's available in freeware form though.
And as mentioned before, GIMP is free.
