Anyone know about Medi-cal?

Does anyone know anything about Medi-Cal? I checked their website, and nowhere on the stupid thing does it tell you how to actually get on it if you don't have it, and I called the number and it's the same thing... I listened to ever choice in the selection menu about 4 or 5 times... It's all how to pay your bills and file "alternate" claims and... All of that stuff... It's annoying...

So, after all of that, I still need to contact SOMEONE about getting Emergency Medi-Cal to cover my hospital and ambulance bills, and so far haven't gotten very far... I hate automated telephone operators and I hate government websites... So, I know that people have to get ON IT somehow, for it to exist... How do I START? Any help would be very appreciated...
