Whats going on with the art contests?!

Hey how are people finding out the themes for the art contests? OR are people just putting in whatever they feel like? Cause I wanted to do last months contest but no one ever announced what the theme was. And someone won with a picture of Shippo? whats going on? :(

The theme is always announced at the beginning of each month, also, as soon as the new contest starts.
