Gluten is a mixture of plant proteins occurring in cereal grains, chiefly corn and wheat, used as an adhesive and as a flour substitute.

if you were to make bread dough, and knead the dough, that would be developing the gluten that is present in the flour so that it would be more stretchy, however the downside to making it more stretchy is that when you bake it, the bread itself becomes more difficult to eat
