The best site that I have found is EGS Avatars:

They have a wide selection of avatars, included several from anime/video games. There are also a lot of interesting avatars of things like knights (Knights of CAA, anyone?), monsters, aliens, etc.

However, if you are looking for a specific, hard to find avatar, google is your best friend. ;)

i usually google image search the character i'm looking for, then go to "small", so that only the small pictures show up, usually you can find tons of avitars that way.

There was a Sesshoumaru one that said:

Actually, it seems to me that you're just pasting pictures together into an animated gif. Try being a little more creative.
