Less than one percent of the population of any state with cancer? I have to say I'm a bit surprised. Of course, in our area of South Carolina, stroke is the major killer.

Health Canada puts Ontario's rate at 400 per 100,000 (.4%). However, it's difficult to drawn nay meaningful geographical conclusions without access to data sampled at a finer level (e.g. census district). This would be especially true of a province as large and geographically diverse as Ontario. I would expect the rate to increase in some localities though, especially in those places heavily dependant on metal processing (like where I am right now, where there are three steel mills in operation).
The scientific method," Thomas Henry Huxley once wrote, "is nothing but the normal working of the human mind." That is to say, when the mind is working; that is to say further, when it is engaged in corrrecting its mistakes. Taking this point of view, we may conclude that science is not physics, biology, or chemistry—is not even a "subject"—but a moral imperative drawn from a larger narrative whose purpose is to give perspective, balance, and humility to learning.
